What is Limit Break?

Public progression notes say you receive one skill point every five levels, with 20 points on a kaiju, and that Limit Break is what lifts the cap to 200. The pre-break cap number is described only as lower. The Cell cost of Limit Break is not printed in the pages that state the cap. Endgame advice says the power from raising the cap is usually larger than the power from buying another cheap kaiju while your main is still under the cap.
